Vakyapadiya Verse 3.9.4

Sanskrit

तमस्य लोकयन्त्रस्य सूत्रधारं प्रचक्षते । प्रतिबन्धाभ्यनुज्ञाभ्यां तेन विश्वं विभज्यते ॥ ४ ॥

Transliteration

tamasya lokayantrasya sūtradhāraṃ pracakṣate | pratibandhābhyanujñābhyāṃ tena viśvaṃ vibhajyate || 4 ||

Translation

4. Time has been called the wire-puller of the world Machine. It regulates the universe through prevention and permission.
